What is the single registry
Royal Decree 1312/2024, of December 23, published in the BOE on December 24, 2024, regulates the procedure of the Single Registry of Leases and creates the Digital One-Stop Window for Leases. Its purpose is to assign a unique and exclusive number to each property rented for short periods.
That number is communicated to the digital window so platforms do not publish listings without a number or with a revoked number.
The European origin
The Spanish regulation applies EU Regulation 2024/1028 of the European Parliament and Council, dated April 11, 2024, on the collection and exchange of data on short-term accommodation rental services. It is a rule across the European Union, seeking more transparency and reliable data so authorities can design their housing and tourism policies.
Key dates
Registration number applications could be made from January 2, 2025. On July 1, 2025, the obligation became effective: since then, a listing without a number cannot remain published on platforms. In the first ninety days, 18,104 applications were submitted nationwide, according to specialized press.

How many tourist accommodations are there
According to the experimental INE statistics, in November 2024 there were 368,295 tourist accommodations in Spain with 1,857,710 beds. The city of Madrid led the list of municipalities with 17,274 accommodations, followed by Barcelona (9,750), Málaga (7,496), and Valencia (7,290). The INE obtains this data by analyzing listings on major platforms.
That market size explains why control became a priority for authorities.
What it means for investing
The registry does not prohibit short-term rentals, but formalizes and makes them verifiable. A compliant accommodation has an advantage: it can be listed without interruptions. One that does not comply can lose its main booking channel overnight.
In addition to the state registration, each autonomous community and each municipality have their own rules regarding tourist-use housing, and homeowners' associations may limit the activity.
- Verify that the asset has its current registration number.
- Check the municipal license or permit.
- Check if the homeowners' association allows tourist use.
- Keep in mind that regulations may become stricter in the future.
Regulation is one of the main risks of short-term rentals in Europe. Every investment carries risks, including capital loss. The returns on CityFraction assets are estimated and not guaranteed.
What happens with listings without a number
The digital window allows platforms to verify if a listing has a valid number. When the number does not exist or has been revoked, the platform must remove the listing. This is a significant change compared to the past, when verification depended almost entirely on municipal inspections.
For compliant owners, registration can even be a competitive advantage: it reduces illegal supply with which they previously competed on price. For the fractional investor, the key question is whether the asset manager has their permits in order and the ability to maintain them when rules change.
Conclusion
The trend in Europe is clear: more transparency and more control. For the investor, this means choosing assets that comply and have professional management capable of adapting to new rules.
